Buhari Appoints Mrs Amina Zakari as Acting Chairman of INEC
President Muhammadu Buhari has appointed Mrs Amina Bala Zakari as the Acting Chairman of the Independent National Electoral Commission (INEC) following the conclusion of the term of Office of Prof. Attahiru Jega.
This was disclosed in a statement signed by Haruna Imrana, Director of Communications for the Head of Civil Service of the Federation.
According to the statement, the Head of the Civil Service of the Federation, Barr. Danladi Kifasi who conveyed the appointment in a letter, said it is with effect from June 30, 2015 until the appointment of a substantive Chairman.
Mrs. Zakari is presently a National Electoral Commissioner at INEC.

INEC Boss Prof. Jega Bows Out of Office
Professor Attahiru Jega Officially bows out as the chairman of Independent National Electoral Commission today. He was appointed chairman of the commission Five years ago in which he held the 2011 and 2015 general elections.
Prof. Jega is believed to be an hero for the roles he played in the past general elections. Prof Jega hands over to the national commissioner, Mohammed Wali from Sokoto State, who becomes the acting chairman of the commission.
About 110,000 People Are Infected With HIV in Taraba State - NEPHWAN
No fewer than 110,849 people are living with HIV/AIDS in Taraba, Mr. Edward Ogenyi, National Coordinator, Network of People Living with HIV/AIDS in Nigeria, said on Tuesday. Ogenyi made this disclosure in Jalingo at the commencement of a five-day ‘Demand Generation Activities for HIV and AIDS Service Uptake’ in Taraba.
He said the activities marked the first phase of implementation of the President’s Comprehensive Response Plan for HIV and AIDS, funded by NACA/SURE-P HIV/AIDS Programme, launched in July, 2013. “Taraba HIV prevalence is 10.5 per cent which is far above National average of 4.1 per cent according to the 2013 National Reproductive Health Survey report.
“One of the major aims of PCRP is to avail 80 million Nigerians the opportunity to know their HIV status. “But due to limited resources, Taraba and Abia are selected for the implementation of NACA/SURE-P HIV/AIDS prevention, treatment, care and support,” he said. Ogenyi explained that out of the 110,849 people living with HIV and AIDS in Taraba, only 27,000 were currently receiving treatment. He said out of the national prevalence of 3.5 million, only 700,000 were currently on treatment. The coordinator urged Taraba House of Assembly to prioritise HIV and AIDS in its budgetary allocation for 2016 and beyond. He said this would enable the state government take over the ownership of the response to serve as a model for other states in the country. Team Leader, Taraba Project Implementation on HIV/AIDS Response, Dr. Musa Obadiah, said the state government had approved N500 million to fight the scourge in 2015.
The representative of NEPWHAN in the State Action Committee on AIDS Board, Mr. Abraham Johnson, said the committee was doing everything possible to ensure that more patients access treatment in the state. He urged the people to go to the nearest health facility to know their status in order to tackle the pervasive prevalence rate in the state.

Military Plane Crashes In Indonesian
An Indonesian air force plane has crashed in a residential neighbourhood in the city of Medan on the northern island of Sumatra, leaving at least 20 people dead.
The AFP news agency, citing medical officials, said 20 bodies had been brought in to a local hospital's morgue after the C-130 plane came down on Tuesday.
Speaking shortly after the crash, Mardiaz Dwihananto, police chief of Medan city, said several bodies had been recovered from the wreckage.
"The bodies were in [the] debris of the plane and buildings...we are taking the bodies one by one by ambulance to Adam Malik hospital. We haven't managed to evacuate all of the bodies," Dwihananto said.
Local radio station, El Shinta, said the aircraft had hit homes, but it was not immediately clear if those inside had been killed or injured.
Military spokesman, Fuad Basya, said the plane took off at around midday local time from an air force base carrying military equipment and crashed in the city about two minutes later, about 5km from the base.
It is the second time in 10 years that a plane has crashed into a Medan neighbourhood. In September 2005, a Mandala Airlines Boeing 737 crashed shortly after takeoff from Medan's Polonia airport, into a crowded residential community, killing 143 people including 30 on the ground.
Medan, with about 3.4 million people, is the third most populous city in Indonesia after the capital Jakarta and Surabaya.

Fresh Case Of Ebola Recorded In Liberia
Liberia has been hit with a fresh case of Ebola. According to the Liberian Deputy Health Minister, Tolbert Nyensuah, a 19 year old man died of the deadly virus. And they are saying it's possible he infected close friends or relatives before he died.
"A new case of Ebola has been reported in Margibi County. The person has died and was confirmed positive before death. He has been buried" Nyensuah said
Family members of the deceased have been quarantined so as to stop the spread of the virus. Liberia was declared Ebola free on May 9th by the World Health Organization. A total of 11,207 people died from Ebola in Liberia, Guinea and Sierra Leone since the outbreak began in December 2013.

Robert Mugabe Asks Obama To Marry Him
Zimbabwean president Robert Mugabe has challenged US President Barack Obama by asking his hand in marriage. His comment comes at the back of the legalization of gay marriage in the US by the Supreme Court.
During Mugabe's weekly radio interview with Zimbabwe’s national radio last Saturday, he said:

Okonjo Iweale Allegedly Spent $2.1Billion Without Approval
The National Economic Council, chaired by Vice-President Yemi Osinbajo, on Monday accused former Minister of Finance and Coordinating Minister of the Economy, Dr. Ngozi Okonjo-Iweala, of spending $2.1bn from the Excess Crude Account without authorisation.
“We looked at the numbers for the Excess Crude Account. The last time the former Minister of Finance and Coordinating Minister of the Economy, Mrs Ngozi Okonjo-Iweala, reported to the council, and it is in the minutes, she reported by November 2014 that we had $4.1 bn.
Edo State Governor Adams Oshiomhole told State House correspondents after the NEC’s 58th meeting in Abuja.
“Today, the Accountant-General Office reported we have $2.0bn. Which means the honourable minister spent $2.1bn without authority of the NEC and that money was not distributed to states, it was not paid to the three tiers of government,”
According to the economic council, the ‘unauthorised’ spending is among the several anomalies discovered in the management of the nation’s economy between 2012 and May 2015.
Within the period, the Nigerian National Petroleum Corporation was said to have earned a total of N8.1 tn but remitted only N4.3tn.
Due to this reason, the Federal Government has constituted Oshiomhole, Kaduna State Governor, Nasir el-Rufai; Akwa Ibom State Governor, Udom Emmanuel; and Gombe State Governor, Ibrahim Dankwambo, into a panel to probe the NNPC and the ECA between 2012 and May, 2015.
Oshiomhole, el-Rufai, Emmanuel and the Zamfara State Governor, Abdulazeez Yari, jointly briefed journalists at the end of the meeting.
Yari told journalists, through the Director of Funds, Office of the Accountant-General of the Federation, Mr. M.K. Dikwa, that council members received the report of the ECA and unremitted funds by the NNPC.
He said:
“On that line, a four-man committee consisting of the governors of Edo, Gombe, Kaduna and Akwa Ibom states was constituted to go through the books of the NNPC and Excess Crude as well as the Federation Account.
”The four-man committee will check the books of the NNPC, most especially the issue of excess crude and what is not remitted into the Federation Account.
“The Federal Government, in conjunction with the Central Bank of Nigeria, will look inwards to see how to support and how much they will give to states, especially on the issue of outstanding salaries owed by the states and even the Federal Government.”
Explaining what happened at the NEC meeting, Oshiomhole said the NNPC and the Office of the Accountant-General of the Federation were compelled for the first time to provide information on the total sales of Nigeria’s crude from 2012 to May 2015.
The Edo governor said,
“We are talking about transparency; we are talking about change. And what we saw from those numbers, which I believe that Nigerians are entitled to know, is that whereas the NNPC claimed to have earned N8.1tn, what NNPC paid into the Federation Account from 2012 to May 2015 was N4.3tn. “What it means is that the NNPC withheld and spent N3.8 tn. “The major revelation here is that the entire federation, that is the Federal Government, the states and all the 774 local governments, the amount the NNPC paid into the Federation Account for distribution to these three tiers of government came to N4.3 tn and the NNPC alone took and spent N3.8tn.
“This means that the cost of running the NNPC is much more than the cost of running the Federal Government. That tells you how much is missing, what is mismanaged and what is stolen. There are huge figures.” “If the Federal Government cannot spend without appropriation, why should any agency spend without appropriation. “This is what the Constitution provided for and this is what President Muhammadu Buhari has promised to do; henceforth all money must go to the Federation Account. “If you were doing that, you would not have a situation where the NNPC alone will spend N3.8trn and remit to the federal, states and local governments N4.3trn, which means NNPC is taking about 47 per cent and that explains all the leakages you are talking about.”
El-Rufai said the account was set up in order to be accountable such that every state and local government would know what they had in the account though they could not spend it.
He said,
“The Excess Crude Account is 52 per cent owned by the Federal Government and 48 per cent owned by the states and the local governments.
“So the decision of the NEC is to set up this committee of four to look at the operations of the Excess Crude Account and make recommendations to council on its future.
“The other thing the committee will do is to look at the operations of the Federation Account, particularly the shortfall and again come back to council with very clear recommendations as to what to do.
“We have not been given a time frame but as you can imagine state governments are under pressure, many of our state governments are unable to pay salaries on time without recourse to borrowing, so this is very important to us.
“This is an all-governors’ committee; we wear the shoes and we know where they pinch. So we are going to do this as quickly as possible.
“The next meeting of the council is on July 23; we hope to complete our work and be in a position to report to council on that day. So within the next one month, we will be done by God’s grace.”

APC Insists On Deputy Senate President Removal
All Progressive Congress insists on the removal of Deputy Senate President Ike Ekweremadu who is a member of PDP. Senator Ekweremadu who was also the deputy senate president in the last administration, was elected deputy senate president during the controversial senate leadership election on June 9th which produced Senator Bukola Saraki as Senate President.
A member of the ruling party who spoke on condition of anonymity with Punch, said Ekweremadu serving as deputy senate president will adversely affect President Buhari's administration.
He also added that President Buhari has refused to see Senator Saraki and Hon Dogara since their emergence as Senate President and Speaker.
"As deputy senate leader, Ekweremadu is automatically the Chairman, Senate Committee on Constitution Amendment. This is a sensitive position that, statutorily, should not be held by the minority. Ekweremadu and his PDP co-travellers will hamper the policies of the Buhari government. By the virtue of Senate rules, a member of the minority is not supposed to be the deputy senate leader; so, he is occupying the post illegally. We know the body language of some of these elements to anti-corruption. Nigerians know the stance of Buhari on corruption and insecurity. These elements occupying positions in the National Assembly must be removed. Otherwise, this administration is dead on arrival. The President has refused to see Saraki and Dogara since they emerged as senate president and speaker respectively. Both Saraki and Dogara have done everything possible to see the President but he has shunned them because he is not happy about their conduct. You can see that the President has seen the Lawan group; this shows where his support lies” he said

I Have No House Outside Nigeria...- Aliko Dangote
Africa’s richest man and foremost business mogul, Alhaji Aliko Dangote, has disclosed that despite his wealth, he has no residential property outside Nigeria.
He said, “Somebody asked me, how many houses do you have abroad? I said, well, to tell you the good news, I don’t even have a nine-inch block outside Nigeria, and that is the truth; I don’t have a house anywhere abroad.”
Ministers Might Not Be Named Until September
For those that are eager to hear President Muhammadu Buhari name his cabinet members, they will have to tarry awhile because the President’s cabinet members may not be announced untill the end of August or early September.
A source very close to the President confided in The PUNCH on Sunday that Buhari would not form any cabinet until the “rot left behind by the past administration” is cleared.
“Mr. President is reluctant to build on a rotten foundation he inherited from the Peoples Democratic Party administration. You cannot even begin to imagine the situation we have met on the ground; almost everything is in a state of decay.
“There is absolutely no way the new government can hope to achieve anything long-lasting without first building a new foundation,” the source said.
The source added that clearing the PDP rot was not a month’s job and said those that had been heckling the President over lack of cabinet were politicians looking for jobs.
“They have tried doing it other ways and those haven’t worked. They only want their cronies appointed to ministerial posts anyhow and they are fuelling the agitation,” the source said.
He also said Buhari was taking his time to know the ministries that would survive government’s planned pruning and the desire to cut cost of governance.
The source likened President Buhari’s plan of action to that of a doctor, who first has to break a poorly set bone afresh, before resetting it to allow for smooth and proper growth.
Over the past week, Buhari has come under criticism because he had yet to appoint his cabinet members, despite having more than three months since his election, including a month since his inauguration.
The President was sworn in on May 29, exactly one month ago today.
Responding to the criticism, the source pointed out that it would be impossible to appoint ministers to portfolios without first knowing which portfolios exist and which will be abolished.
He said, “The President plans to cut down the number of ministries and parastatals. He wants to cut down the cost of running government. He wants to make sure that all the loopholes that enable corruption to thrive are blocked. All these are procedures that require time and careful planning. You cannot do it in a rush.
“Remember that he has to make sure that all this is done without any job losses or mass retrenchments. All this is not a day’s or one-month job.”
He added that Buhari could not have realistically commenced the process of forming a cabinet without first receiving the full report of the transition committee and ascertaining exactly the situation his government faced.
The source also denied news reports which stated that President Buhari’s lack of cabinet appointments had grounded the government, insisting that civil servants had been supervising the day-to-day running of ministries and that Permanent Secretaries of the various ministries all have full access to the President.
The source concluded by referring to the current crisis in the National Assembly as one more reason why forming a cabinet would be impossible until further notice.
“Look at how they are fighting among themselves. The Senate has now adjourned till July 21. That means no one to scrutinise or approve any ministerial list until the end of July,” he submitted.
But when reminded that the Senate had agreed to reconvene to consider the President’s ministerial nominees as soon as such list was ready, the source asked our correspondent to await the President’s intervention in the crisis between the party and the National Assembly. “The President wants to walk his talk on stable politics and being a leader for all. He has a plan for the National Assembly,” he said.
When contacted on Sunday, the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said the information at the disposal of The PUNCH was “not far from the truth.”
“This narrative is the nearest to the truth than all others that are being peddled around. It is not far from the truth,” Shehu said.
Meanwhile, our correspondents learnt in Abuja on Sunday that Buhari would adopt the recommendation of the Ahmed Joda-led transition committee of the All Progressives Congress to prune down the number of ministries to 19.
The PUNCH learnt that the President would appoint 19 senior ministers and 17 ministers of state as recommended by the Joda committee.
It was also learnt that besides adopting the recommendation, the administration would place emphasis on the appointment of technocrats to man some ministries, including education, finance, works, housing and environment
The 18-man committee inaugurated on April 27, 2015 to prepare the ground for Buhari’s inauguration on May 29, 2015 submitted its report on June 12.
There were 28 ministries and corresponding number of ministers manning them under the immediate past administration of former President Goodluck Jonathan.
The Jonathan administration also appointed 14 ministers of state.
A reliable source, who is familiar with the activities of the new administration, said the President, no doubt, had accepted and had been working on the recommendations of the Joda committee on the number of ministries to remain.
The source, who did not want to be named as he was not authorised to speak on the issue, said though the President had not made his proposed ministerial list open, the President had not hidden it from top presidency officers, including the Vice President, Yemi Osinbajo, that “the President will be guided by the Joda committee’s report.”
The source said, “I can confirm that the President is going to work with the recommendation of the Joda committee, which means he will operate only 19 ministries to be manned by 19 ministers.
“There will also be 17 ministers of state so that the President will not run afoul of constitutional requirement, which expects him to appoint ministers from all the 36 states of the federation.
“Top officers in the Presidency, including Vice President Osinbajo, are aware that President Buhari is going to adopt the 19-ministry recommendation.”
The Joda-led committee had recommended that the new Buhari administration should operate only 19 ministries in the spirit of cutting down the cost of governance.
The committee recommended that the President should appoint only 19 senior ministers and 17 ministers of state to fulfil the constitutional requirement that the ministers constituting the Federal Executive Council must be drawn from the 36 states of the federation.
The Joda committee recommended 19 ministries, some of which would be products of merging of some of the existing ministries.
Those to be retained in their present form are just nine- Trade, Industry and investment; Education; Defence; Federal Capital Territory; Labour and Employment; Finance; Justice; Foreign Affairs; and Budget and National Planning.
Others would either me merged or subsumed under others.
